RESPONSE TO PANDEMIC
Success in Pandemic can be defined overall as winning the game, and with players using each of the actions required to be taken for each turn to attain that goal. Winning can be done only one way, by curing all four of the diseases on the board. Each player's turn requires four actions. These actions should be coordinated with the other players. This will allow them to use their moves and cards strategically to position themselves and the five research centers at the most useful city locations on the board depending on the epidemic situation. The players also need to coordinate the use of cards used to complete an action since cards should be played for an action as little as possible. They are the only way to cure a disease and five of them of the same color are needed to cure a disease. Once a card is discarded for an action, it cannot be used ever again to cure a disease.
Preventing a worldwide pandemic is done by curing diseases and by preventing outbreaks in the meantime. Outbreaks occur when a city that already has three disease cubes of one color must receive another cube of that color during an epidemic. Then that city does not receive a fourth cute itself, but each adjoining city that is attached by a line must receive one cube of that color. Chain reaction epidemics occur if one of those adjoining cities had three cubes of that color on it already. Another outbreak occurs and the adjoining cities of that city must each receive a cube. In this way it is possible for all the cubes of that color to run out, which is one of the three ways the game can be lost, and it is also possible for the outbreak marker to reach the eighth outbreak level at some point which is a second way to lose the game.
The role of economics, politics and culture do not play any role in Pandemic. It is all medical based without regard for cities themselves as they are in real life. Cities may as well just be numbers rather than names. Scientific discovery exists only if you consider the Scientist role card's ability to cure a disease using only four cards of a color as scientific discovery. Communications exist between players of the game, but not as part of the game itself.
In ranking the above five listed systems, communication between players is the number one important feature of winning the game from the list above, Scientific discovery in the form of the Scientist card would be second and the other three being non existent would rank collectively as number three in importance to the game.
